Make your dream team, build them whatever way you want, and do some good old fashioned dungeon crawling. In terms of party-making and build-making, this is one of the most fun rpgs I've played. They're a breath of fresh air and some of the best additions to the series in a while, and steal every scene focused on them. The new characters in this game are easily the standout. One thing that does deserve credit is that the pacing of the main story is miles better than any other Trails game, although Sky 3rd is pretty similar. In the end, there aren't as many lows as in the previous game, but it also doesn't hit the same highs scenario-wise. You can tell this game wasn't originally planned and they had to come back with a plot that doesn't retcon what Cold Steel 4 says happened at the end, but still have things happen in the story. It's not outright terrible, but there were definitely lackluster directions and perplexing ways of handling a couple situations, even when the writing was otherwise brilliant. The story I'd have to say is the weakest part. Tonally, this is Cold Steel 5 focus-wise it leans a lot more toward being Crossbell 3. It essentially a capstone to the previous 2 arcs (6 games), and to some extent all 3 prior arcs of the series. First off, no you can't start with this game.
